Drummond joined the government auditing profession in 1990, and as a full-time practitioner since then, has saved taxpayers tens of millions of dollars and improved the efficiency and effectiveness of government programs. His professional work experience includes directing the audit function for the City of Portland, directing the audit function in the Oregon Department of Transportation, managing teams of auditors in the Oregon Audits Division, and serving in the U.S. General Accounting Office. Drummond's experience in Federal and State government included issue areas ranging from nuclear energy and national security issues to law enforcement and transportation.
In addition to his career in auditing, Drummond has trained graduate students and auditing professionals extensively. He serves on the adjunct faculty at the University of Oregon's Lundquist College of Business, where he teaches a graduate course in auditing in the school's master of accounting program, at Portland State University's Hatfield School of Government, where he teaches graduate courses in financial management, auditing, and performance measurement in the school's master of public administration program. Drummond also teaches as a visiting faculty member at a graduate business program at the Reims Management School in France. He also trains professionals through the USDA Graduate School, including programs in financial management presented throughout the U.S. and overseas.
Drummond has presented at dozens of professional association conferences, including national and regional events of the Institute of Internal Auditors, the Association of Government Accountants, the Urban and Regional Information Systems Association, the Pacific Northwest Intergovernmental Audit Forum, and others.
Drummond is a member of the Institute of Internal Auditors and the Association of Government Accountants. He served on the Board of Directors of the Pacific Northwest Intergovernmental Audit Forum as a State Representative, and on the AGA's National Committee on State and Local Government. He is a past president of AGA's Portland Chapter, and currently serves on the Editorial Board of the Journal of Government Financial Management.
He holds a master's degree from the University of Oregon, a bachelor's degree from Whitman College, and has completed extensive professional coursework. He is a Certified Internal Auditor, Certified Government Auditing Professional, and a Certified Government Financial Manager. He is a recipient of the AGA's national Special Achievement Award (for developing a performance audit function in a large state agency), the GAO's Regional Manager's Award, and other professional awards.
