Tom O’Connor had a 33-year career as a Federal auditor—30 with GAO and another 3 with the US Agency for International Development.  His career included extensive experience in both performance and financial auditing.  His audit assignments included activities at the Department of Defense and several other Federal agencies, temporary details to four Congressional committees, and considerable overseas travel.  As an adjunct to his GAO audit career, he became a part-time trainer over 25 years ago, and has presented over 500 courses for GAO and other organizations.

 
Since retirement from his full-time career in 1995, he has remained very active as a trainer and consultant.  Since 1990, the major focus of his training has been the requirements the numerous added requirements—at all governmental levels—for accountability in both financial and performance management.  He has instructed a wide range of courses related to both financial and performance auditing, as well as management and supervision.   In the past few years, he has successfully taught numerous review courses for four different professional certification exams, including the CIA and the CGAP.

Tom has a Bachelor’s in Accounting, a Master’s in Public Administration, and holds nine certifications, including CGAP, CIA, CPA, CFE, CMA, CGFM, and CDFM
