Mr. Soniat was a performance auditor at the Government
Accountability Office (GAO) for 30+ years.
He conducted numerous performance audits of agencies at the federal and
state government levels. Much of his
experience was concentrated in leading performance audits involving the use of
measurement to identify opportunities for improvement. He participated in a joint Office of
Management & Budget-Office of Personnel Management-Government Accountability
Office task force in which he helped develop performance measures covering 60%
of the federal civilian work force.
While at GAO and since retiring from the agency Mr. Soniat
has been providing training in performance measurement and related audit
analysis of performance data. His specialty
is designing and teaching courses on the use of measurement and analysis
techniques in performance auditing. During the past 10 years he has conducted
numerous training courses on the basics of performance measurement, how to use
measures to improve performance and techniques on auditing measures of
performance.
Mr. Soniat is a graduate of Louisiana
State University
where he earned a Bachelor of Science degree in Accounting. He has a Masters of Commerce degree from the University
of Richmond in Management and
Economics. He is a Certified Government
Financial Manager.
